From 7 November 2009 to May 22, 2010 took place on a training course for blind people, named: "Course for expert forensic engineer transcriber for the visually impaired."
This experimental process developed by the Laboratory of Phonetics, Department of Linguistics, University of Calabria, Prof.. Luciano Romito, which has two major objectives: to identify what for many is a deficiency (sight) an asset and also meet the regulations in force in the field of expert assignments in Italy. It is well known that in Italy there is a professional expert engineers nor a suitable training course. The task is then assigned exclusively on the basis of a trusting relationship between the court and a private individual.
The course has been "blended" (part classroom and part on-line), with specific training in the field, aimed at individuals who are blind from birth, have a degree and proven skills. The course has been included in the planning of the ego. RI.FO.R ONLUS (Institute for Research, Training and Rehabilitation, the legal representative of the Italian Blind Union who work for education and guidance to non-blind) for the year 2009 and was sponsored dall'AISV (Italian Association of Speech Sciences), and GFF (Group of Forensic Phonetics). The headquarters of the training course was the UIC Study Centre "G. Fucà" Tirrenia (PI), accredited facility at the Tuscany Region for training and teaching at a distance.
The Laboratory of the Department of Phonetics and Linguistics dell'Unical has granted its organizational support to this initiative from both a scientific and educational point of view.
This project is located within recent debates and reflections on the issue of wiretapping, a theme that has won more positions from the first page of the national media and has become an object of interest of its own noise figure of the expert in forensics: The debate is essentially who he is, what it occupies, but also what kind of training, skills and attitudes must possess for them to perform their tasks.
The theoretical basis from which the idea of \u200b\u200btraining for the blind is assuming a greater ability on the part of persons who can not use the senses of sight, transcription / interpretation of signals sound (most of which are characterized by a particularly low quality, due to the presence background noise). In fact, it is assumed that a severe visual disability, unable to rely on any visual element in the perception of speech, has almost certainly developed special sensitivity and skills of interpretation-reconstruction compensation.
The experimental course was intended then, by means of a final and comprehensive evaluation, to test the hypothesis just described.
The goals that you set out to achieve were:
a) to specialized expertise that the common opinion as indicating a lack
b) view a reassessment of the expert professional transcriber, provide for the blind new job opportunities in forensic active mainly in the role of professionals and consultants to courts and / or law firms acting as staff to the interpretation of wiretapping telephone and the environment.
The course was structured in a way that we wanted to be aimed at ensuring the acquisition of basic knowledge of the main disciplines that characterize the necessary training of a certified transcriber.
have been specifically provided for a total of 700 hours of which 236 in the classroom at the center "Joseph Fucà" Tirrenia, 184 hours, using distance learning and 280 hours of practical training (conceived as a meeting between the students and qualified structures such as laboratories in Italy and linguistic-phonetic studies of experts).
The basic lectures covered the following topics: Linguistics, Phonetics and Phonology, forensic phonetics, legal concepts and Signal Processing, Psychology of Perception, ECDL, Self-Entrepreneurship and Technical Reports and relational.
